Terms & Conditions

WaterWise Landscape Rebate Program Terms and Conditions:

  1. Funding is available on a first-come, first-served basis.
  2. RPU will pay an incentive of $1.00 per square foot for the replanting of drought-tolerant plants in areas where living turf grass was removed.
  3. Eligible costs include design, applicable permitting, materials and installation (tax is not eligible to be included in Project cost).
  4. Receipts are required. The rebate cannot exceed the cost of the project. Copies of itemized receipts and contracts are required to be submitted to RPU for the Project within 30 days of project completion. ALL receipts must either show a zero balance due or be marked “Paid” to be considered. Submission of receipts with a balance due will not be calculated into the cost of the project. Project Proposals or Project Estimates are NOT receipts. RPU will not consider taxes paid as part of project costs.
  5. No project shall be eligible for funding in excess of $1.00 per square foot, up to 3,000 square feet for a maximum rebate of $3,000.00 for residential customers and 25,000 square feet for a maximum rebate of $25,000.00 for commercial customers. Rebate cannot exceed 100% of the cost of the project.
  6. There is a 500 square foot minimum limit to enroll in the Program. Maximum limits include 3,000 square feet for residential properties and 25,000 square feet for commercial properties. Customers may remove more than the maximum square footage of turf while completing their project but will do so with full knowledge that the maximum rebate cannot exceed the maximum square footage limit.
  7. The replanted area must be a minimum of 50% of the area where turf grass was removed.
  8. All projects must be inspected by RPU prior to turf removal.
  9. Only one turf replacement incentive per Participant/address.
  10. Project must be completed and all required documents must be received by Riverside Public Utilities (RPU), within 90-days of project approval. Upon RPU approval, extensions of time may be granted for project completion at the discretion of RPU. An extension request must be submitted to RPU Program Manager in writing prior to the extension being granted and will be considered on a case by case basis.
  11. Once the Project is complete, the participant must follow the completion steps with the Participant’s Online Profile to notify the Program Manager at RPU and to schedule a final inspection.
  12. Before the incentive is paid to the participant, all receipts related to the project must be submitted to the Program Manager via your Online Profile. Photocopies of receipts are acceptable. ALL receipts must either show a zero balance due or be marked “Paid” to be considered. Submission of receipts with a balance due will not be calculated into the cost of the project. Project Proposals or Project Estimates are NOT receipts.
  13. The completed project area must remain in compliance with all Program conditions, including ongoing maintenance for a period of at least 5 years from the date of project approval. If it is determined through inspection that the customer is not in compliance with the requirements of the Program, Riverside Public Utilities may recover the total amount of the incentive or rate reduction paid to the customer for non-compliance.
  14. RPU does not endorse or recommend specific brands, products or dealers nor does it guarantee material or workmanship; acceptance of such is the customer's responsibility. However, RPU is not representing that the following websites are the only sources of such information nor does RPU provide any representation or warranty regarding the information or references provided on the following websites:

  15. The Turf Replacement Program and the terms and conditions set forth herein, are subject to change without notice. Incentives are given on a first-come, first-served basis and are subject to Program funding availability, budgetary constraints, and the limited duration of this Program.
  16. Payments will typically be made within approximately 60 calendar days of post-inspection and final project approval. Rebates will only be issued:
    1. Once we have all needed documentation and;
    2. You have met the requirements of the program and;
    3. The landscape was constructed according to the design we approved
